Capacity Building of Veterinary and Plant Services in the Western Balkans - Lot 1 - Animal Health
EU provides financial assistance to Western Balkan (WB) countries to support their EU integration process, channelled through the instrumental for Pre-accession Assistance (IPA). This project will support the beneficiary countries to improve the capacities of the national systems and harmonize the EU legislation on national level. Results of this project shall ensure that the beneficiary countries become part of the EU internal market with as few barriers as possible in the near future. The project started in July 2022 and will last until July 2025.

The project purpose is to ensure that the technical capacity of the beneficiary competent authorities is upgraded to ensure favourable animal health status for the whole region over long term and enable free access of products of animal origin to the EU markets. Recently developed reports of the audit missions carries out by DG SANTE provides conclusions that the WB countries need to improve their national animal health systems to ensure efficient control against listed diseases. The regional technical assistance will contribute to the enhancement of the capacity of WB Competent authorities, by increased knowledge and experience in combating animal diseases. Achieving disease free status of specific diseases will contribute to maintenance of favourable disease status in EU and will increase opportunities to place their products and livestock goods to the EU market. The purpose of this regional action is to support BCs in developing clear guidance and tools for efficient animal health control. Candidate countries of the WB region are expected to ensure their ability to establish relevant systems and implement effectively the obligations of EU membership by demonstrating functioning market economy and the capacity to cope with the EU competition.

Veterinarian, MSc in Veterinary Epidemiology (VEERU, Reading University, UK); Experience in: Developing control programmes in animal health; Approximation to EU legislation (animal health, IR, AW); Establishment of EU compliant Identification and Registration System; Contingency planning; Rabies control including ORV; More than 16 years of experience in the WB region; More than 10 years as senior officer in the Food and Veterinary Agency of North Macedonia; 6 years as a technical assistance in EU funded projects in the region (Albania, Turkey, Montenegro, Serbia and Bosnia and Herzegovina).
Veterinarian, PhD in Animal Health (VF, Zagreb University, HR); Experience in: Developing and implementing animal health control programmes; Senior Expert in Veterinary Epidemiology, Control and Eradication of Animal Diseases; Head of subgroup Animal Health and active member of the Negotiating Team for the Accession of the Republic of Croatia to the European Union - Working Group for the Chapter 12 – Food Safety, Veterinary and Phytosanitary Policy; OIE Veterinary Legislation Support Programme (VLSP) Expert; More than 25 years of experience in the WB region; CVO of Croatia (2008 – 2012); More than 17 years as senior officer in the Veterinary Directorate, MoA Croatia; Since 2013 work as expert in technical assistance in EU funded projects in the region (Albania, Kosovo*, North Macedonia, Montenegro, Serbia and Bosnia and Herzegovina) and world.
Lorenzo Grazioli is an agronomist graduated at University of Florence in Tropical and Subtropical Agriculture. He is Senior Consultant and, since 2002, Head of Rural Development Department within Agriconsulting Europe SA. He is responsible for identifying, preparing and monitoring projects in the sector of agriculture and rural development. He is project director of several major technical assistance projects in agriculture, veterinary, food safety, animal health and agribusiness value chain support. Mr Grazioli has a renowned experience in the following fields: animal identification schemes and control of animal movements; capacity building of units management in food security programs; integrated border management; strengthening risk management capacity of farmers and agricultural SMEs; customs legislation and controls; building staff capacities of central and local public administration in the above areas.
Vesna Ugrinovska is an experienced office manager with a bachelor degree in business English and Spanish. In her 10 years of work experience she has worked in the financial sector, private/international company, and in few foreign EU and US projects in North Macedonia.
Joao Theodoro do Marco, MSc in Forest and Environmental Science (São Paulo State University) is an experienced project manager with competencies in the design and development of European-funded projects related to the environment, agriculture, and food industry and is active in business development and set up of strategic partnerships. Has the genesis of his analytical and reporting skills from experiences in the academic sector as visiting scientist for the United States Forest Service - working in the development of tools and technologies to improve wood identification and Forensic Wood Science to combat the illegal wood trade - and as a Sustainability Consultant for reforestation projects in the Atlantic Forest area. Speaks fluently in Portuguese, Italian, and English and holds communicating abilities in Spanish and French language.
