PROJECT ACTIVITIES OUTLINED

Support to develop an AH control system aligned with EU standards that would comply with the accession requirements

Basic structures of the organisation of the competent authorities

  • A2.1 - Give support to develop quality check systems with quality standard operational procedures (SOP)
  • A2.2 - Establish a system for verification and internal auditing procedures
  • A2.3 - Give support to establish effective and formalised collaboration arrangements
  • A2.4 - Develop a mathematic model that calculates the number of staff needed for different tasks to avoid that shortage of official veterinarians

ID/Traceability

  • A3.1 - Explore the existing animal identification, registration and traceability systems
  • A3.2 - Organise a communication campaign amongst veterinarians and farmers

Disease surveillance

Animal Health emergency preparedness

  • A5.1 - Review the existing contingency plans with focus on their implementation
  • A5.2 - Design and develop 2-3 simulation exercises using the developed simulation exercises manual

Support for the vaccination campaign

  • A6.1 - Support the implementation of vaccination strategies for relevant animal diseases as develop framework of the ADEWB project
  • A6.2 - Support the countries to implement a procedure for procurement of vaccines

Reinforcement of the ABP system

Information management systems

  • A8.1 - Identify common models and platforms for collection of epidemiological and laboratory data
  • A8.2 - Establish training for farmers on the specific requirements for placing products on the domestic, regional, EU and international market

Improvement of the epidemiological work performed by the laboratories as regards important animal diseases in the whole of the Western Balkans

  • A9.1 - Establish a procedure to ensure that laboratories are officially designated by the authorities as National Reference Laboratories that comply with ISO standards
  • A9.2 - Development of laboratory contingency plans and laboratory simulation exercises
  • A9.3 - Implementation and quality check of the developed procedure for safe collection and transport of samples to the laboratory
  • A9.4 - Further develop and maintain the regional laboratory network established under ADEWB

Maintain and further develop cross border cooperation of veterinary services of neighbouring Western Balkan and EU countries, in the animal disease control

  • A10.1 - Further develop and maintain the general overview of ongoing projects in the IPA beneficiaries’ countries
  • A10.2 - Support organization of regular meetings of the WB CVOs Forum, established in the framework of ADEWB project
  • A10.3 - Enhance exchange of information on the current state of play on animal health in the Western Balkan countries
  • A10.4 - Establish procedures to make sure that disease control for transboundary animal diseases is carried out in a coordinated manner
  • A10.5 - To elaborate conditions and potential for regional cooperation in the management of animal by-products
  • A10.6 - To plan Workshops for sharing best practices and lessons learned in the control of animal diseases
  • A10.7 - To run and facilitate simulation exercises to ensure that the legislation is well implemented at all levels of the veterinary services
  • A10.8 - Organise relevant expert missions, dedicated planning meetings on future activities involving local veterinary authorities

Support for becoming authorised to export animals and animal products to the EU and become recognized with disease free status by OIE for certain animal diseases

  • A11.1 - Support the WB countries in their requests to achieve approval to export certain commodities to the EU
  • A11.2 - Support the WB countries in preparing dossiers for relevant animal diseases to become disease free status

EU provides financial assistance to Western Balkan (WB) countries to support their EU integration process, channelled through the instrumental for Pre-accession Assistance (IPA). This project will support the beneficiary countries to improve the capacities of the national systems and harmonize the EU legislation on national level. Results of this project shall ensure that the beneficiary countries become part of the EU internal market with as few barriers as possible in the near future. The project started in July 2022 and will last until July 2025.
